James Douglas Cowan, fondly remembered as Doug, passed away peacefully at Southlake Regional Health Centre on Tuesday, May 6, 2025, shortly after celebrating his 90th birthday surrounded by loved ones. Born on April 6, 1935, in Toronto, Ontario, Doug lived a life rich in love, service, and quiet achievement.

Beloved husband of the late Ann Sullivan (née Wright). Doug was the cherished son of James Alexander Cowan and Grace Fenwick Williams. He was a loving father to Christopher Cowan and the late Sean Cowan, both from his first marriage to Lyn Barrett. Sean is survived by wife Christine. Doug was a proud and loving grandfather to Charles and Eve. He was a dear brother to Catherine Lee Bailey (Graham), and was predeceased by his sisters Joan Alisten Meuser (George) and Lois Ann Fairley (Harry). Doug was also a beloved uncle and cousin to many in the extended Cowan family.

Doug’s heart expanded in the second chapter of his life when he became a cherished member of the Sullivan family. He was embraced as a stepfather and friend, leaving behind six stepchildren—Dan, Joseph (Sally), Timothy (Janice), Thomas, Shelly, and Sheila—and eight grandchildren: Sheila, Dylan, James (Kodie), Alana (Ryan), Megan, Julianne (Brett), Joseph Jr., and Samuel (Vlada). He will forever be remembered by eight beautiful great grandchildren as “Harry the Horse,” a nickname he joyfully gave himself.

Doug grew up with a deep love for Toronto and fond memories of summers in Muskoka. He dedicated over 30 years to public service with the Ministry of Transportation in Downsview, Ontario. As the principal author of the Ontario Driver’s Handbook, Doug was a passionate advocate for driver education and road safety, impacting millions of Ontarians. His contributions were recognized when he was named one of the Legends of the Ontario Public Service.

In retirement, Doug’s entrepreneurial spirit led him and Ann to establish Best Driver’s Education Driving School, where they taught thousands—including many students at St. Michael’s College in Toronto—how to drive with confidence and care.

Doug also shared his love of music as a professional disc jockey, bringing joy to countless weddings, parties, and special events. His warmth, humor, and presence lit up every room he entered.

Doug leaves behind a legacy of love, integrity, and quiet excellence. He will be deeply missed and forever remembered by his family, friends, and all who had the privilege of knowing him.

A private Memorial Service for family and close friends will be held at M.W. Becker Funeral Home, 490 The Queensway South, Keswick.

Flowers will be gratefully accepted at the funeral home.
